Why do payment systems require passport data?

2016-06-12 00:00:00

Only 2-3 years ago, payment systems informed users about the need to enter passport data when registering. At the same time, for some, this procedure became mandatory immediately, while others required information only when passing identification. With the emergence of a new requirement, users have a question why a passport is required in electronic payment systems, and where the information goes afterwards. The questions are logical, because the presence of personal data in the hands of outsiders can lead to a number of problems in the future. Below is discussed why to attach a passport in the most popular EPS today - Yandex.Money, PayPal, Webmoney and Qiwi.

Why is a passport required in popular electronic payment systems?

Today, each EPS requires users to enter personal information (in particular, data from a passport). Moreover, the reasons for such innovations are identical. Consider options with popular payment systems:

  • Webmoney is a payment system in which not banknotes are in circulation, but promissory notes (securities equivalents). According to the legislation, the process of buying assets is not subject to taxation, therefore, during the registration process, the data entered by the user is rarely checked. Blocking is performed when the user seriously violates the conditions of work in the system. If a client makes purchases in online stores or pays for goods (services), then passport data can be taken lightly.

Its another matter if a certain amount accumulates on the wallet and there is a desire to withdraw money from the system. In such a situation, we are talking about profits that are taxed. It turns out that through payment systems the tax service can control network users.

Upon receipt of a formal certificate, data are entered without confirmation. If, after checking them, it is found that the information does not correspond to reality, then the withdrawal of funds will be blocked. In this case, the payment system will still take the commission due to it.

  • Qiwi. In the Qiwi payment system, an account that is created by default and without entering personal data (information from a passport) has a number of restrictions. The latter are expressed in the emergence of limits and prohibitions on certain transactions.

Why do you need a passport in an electronic payment system? The identification process in the payment system allows you to expand the users capabilities, raise the limit on one-time transactions and the total amount of transactions per month. It is also worth noting that, according to the new law, account confirmation is mandatory when transferring funds.

The identification process takes place in several stages:

  • Login to your account using your username and password.
  • Go to the account settings, for which you need to find the "Settings" item at the top.
  • The choice of identification option - partial or complete.
  • Next, the fields in the submitted form are filled in - full name, passport data (full name, date and year of birth, number and series).
  • Checking the entered information and saving it.

PayPal. Now lets figure out why to attach a passport in the international payment system PayPal. Users wonder why they share personal information with strangers. New requirements appeared in April 2015. It was in this month that the system began sending out messages to users by e-mail with a warning about future changes. In this case, the registration process requires the introduction of the following information - date of birth, series, passport number and full name. Information is entered in Russian. In this case, it is allowed to enter the number of any of the documents (there are three of them to choose from) - TIN, insurance number or OMS policy.

A letter comes to the mail with a link to go. For security reasons, you should not click on it - it is better to log in to the system separately and then enter the data.

Previously, information in the system was entered when the user had a desire to link the card to the wallet. But since 2005, the introduction of personal data is mandatory in connection with the transfer of servers to the territory of Russia and the beginning of work under the influence of new legislation. Roskomnadzor will monitor compliance with the relevant requirements.

Yandex. Money. On May 16, the Yandex.Money payment system began sending out to users. Clients began to receive letters informing about the entry into force of the amendments to the Federal Law under the numbers 161 and 115. From that moment on, new restrictions appeared for clients. In particular, a passport is required when registering with electronic payment systems. At the same time, persons who have not been identified face certain restrictions.

At the same time, the company said that users were still able to go through a simplified identification to raise the limits.

Will a passport be required in electronic payment systems in the future?

The above discussed why to attach a passport in payment systems. General explanation - compliance with the new requirements of the legislation of the Russian Federation. At the same time, there is no hope that such a condition will be canceled yet.
